Bridge Authority: Deer count numbers climb in 2017 Despite days with turbulent winds, heavy rains and a shortage of tracking snow, the Mackinac Bridge Annual Deer Count reveals that hunters were able to persevere in the face of adversity and deliver a 51 percent increase over the 2016 season. The certification of the Labourers’ and Carpenters’ Unions means the municipality must operate unlike the majority of other municipalities in Ontario. The city is bound by a 1987 Ontario Labour Relations Board ruling which states the city can only accept bids for city infrastructure projects from only two unions, the International Brotherhood of Carpenters and Joiners and the Labourers International Union of North America. Since the initial ruling, where the city was not present due to a confusion regarding hearing dates, two attempts at decertification have been made. Both attempts – in 1998 and 2004 – failed. Earlier this year the Essex County school board was successful in convincing the labour board that it was no longer considered a construction employer as defined in the act. The case, which took three years to complete, was the school board’s third attempt to prove legally that it met the definition of a non-construction employer. Peter Niro, director of human resources, says in his report that the costs of appealing the existing ruling range between $150,000 and $175,000. In addition, the city would have to change its current practice of how and when it receives compensation for work in the sector, resulting in additional expenses to the city, for at least three years. That would mean there would be no chargebacks for providing services to neighbouring townships like Prince and or the PUC with any repairs, stop collecting local improvement charges and cease assisting local recreational groups with improvements to facilities. It would also mean that the city can’t accept compensation from local businesses to improve roads or other infrastructure for the public good and can’t collect money from parties responsible for damaging city property or their insurers.
